Lessons learnt
Lesson 1 - Decentralization of services through information technologies. Lesson 2 - Inner capacity to break barriers of administrative bureaucracy. Lesson 3 - Processes reengineering is possible. This creates additional motivation for local citizens, who observe more simplified processes execution, and for the civil servants, who see agility and improvement of their own duties.
