Bulgaria wants automatic data exchange between the main public administration’s databases and registers to be realised by the end of next year, the country’s state eGovernment agency SEGA reports. The modernisation will allow the government to eliminate some of the certificates generated by these registries, which are currently required for many government procedures.

Following a government meeting, Rossen Jeliazkov, head of Bulgaria’s state eGovernment agency SEGA (Държавната агенция „Електронно управление“ ДАЕУ), announced that it would be made easier for companies to file annual financial statements, by creating a single point of entry for the three public registers involved: the national statistics institute, the national revenue agency, and the commercial register.

In addition, Mr Jeliazkov announced the removal of twelve certificates, from the land registry, the commercial register, insurance institute, tax administration and other registers.

One of the aims of the modernisation is to apply the ‘once only principle’. This means that citizens and companies do not have to provide information to a public administration if the records are already available to another public sector organisation.

To make the automatic exchange of data possible, SEGA expects that laws and regulation will have to be changed, and public administration workflows to be adapted.
