Secure and efficient use of health data

Facilitating secure and efficient use of health data and ensuring the continuity of care for European citizens across borders continues to be of utmost importance to the EU.

With the recent Proposal for a regulation on the  European Health Data Space (‘EHDS’), individuals will have

  • faster and easier access to their electronic health data, regardless of whether they are in their home country or another Member State and
  • greater control over how that data is used in the context of healthcare.

The MyHealth@EU infrastructure is already in place to facilitate the cross-border exchange of electronic health data. Currently it supports exchanges of patient summaries and ePrescriptions/eDispensations and it will be gradually expanded to support further categories of electronic health data sets including original clinical documents, laboratory results and reports, hospital discharge letters, medical images and reports.

MyHealth@EU relies on TESTA, the secure European data communication network supported under the Digital Europe Programme. TESTA is a privately managed underlying secured & trusted communication network infrastructure allowing sensitive information exchange between public authorities located in the EU countries, the EU Institutions and EU Agencies. It provides guaranteed performance and a high level of security and interoperability

TESTA facilitates the cross-border exchange of the abovementioned two cross-border electronic health services through MyHealth@EU:

  • ePrescription and eDispensation which allows EU citizens to obtain their medication in a pharmacy located in another Member State, thanks to the online transfer of their electronic prescriptions.
  • Patient Summary which provides health professionals in another Member States with information on important health related aspects of a travelling patient such as allergies, current medication, immunisations, previous illness, surgeries, etc.

MyHealth@EU has been progressively rolled-out in the below 12 Member States so far:

  • Finland: ePrescriptions of outgoing and incoming travellers
  • Estonia: ePrescriptions of outgoing and incoming travellers and Patient Summaries of outgoing and incoming travellers
  • Croatia: ePrescriptions of outgoing and incoming travellers and Patient Summaries of outgoing and incoming travellers
  • Czech Republic: ePrescriptions of outgoing and incoming travellers and Patient Summaries of outgoing and incoming travellers
  • Luxembourg: Patient Summaries of incoming and outgoing travellers
  • Malta: Patient Summaries of incoming and outgoing travellers
  • Portugal: ePrescriptions of outgoing and incoming travellers and Patient Summaries of outgoing and incoming travellers
  • France: Patient Summaries of incoming travellers
  • Spain: ePrescriptions of outgoing and incoming travellers and Patient Summaries of outgoing and incoming travellers
  • Netherlands: Patient Summaries of incoming travellers
  • Poland: ePrescriptions of outgoing and incoming travellers

More countries are currently in the process of on-boarding MyHealth@EU and the goal is to go live with these services in all 27 EU Member States and EFTA countries in the near future.
