[Done 1.4] - LegislativeActivity has "occured_at_stage_, but having an "activity_type" could be simpler

The stage describes the workflow, but sometimes the same type of activity can occur at multiple stages. And it might be easier to state the activity type than where it stands in the workflow.

e.g. : "Opinion Request" can be a generic type to be used for multiple situations in the workflow
