German implementation of LCP Directive and use of European Pollutant Release and Transfer Register (PRTR). This project covers an xml based interface for the collection of the PRTR data as well as for other reporting obligations from industry to government. This includes inter alia the requirements for the LCP directive. Furthermore the GPL licenced Web Portal for data delivery is included. As of 2008 industrial facilities have to report to the competent authorities the release and transfer of pollutants, provided their emissions exceed specific threshold values. The information will be stored in a publicly available Pollutant Release and Transfer Register -- PRTR, which is online since 2009. For ease of reporting, facilities in Germany place their report into a central web--portal named "BUBE-online". Wizard functions in the software facilitate the calculation of certain pollutant quantities for the reporting party such as CO2 or ammonia. This feature is especially beneficial for small enterprises. Big companies use directly the publicly available XML--interface, so that they simply create a view on their environmental management systems for a direct data export. Open XML based interfaces are used along the entire process chain from the reporting party all the way to the EU level.
