It is built as a step-by-step guide on how to approach an ethical and responsible adoption of disruptive technologies in public administrations and how to use the ETAPAS tools to achieve it. The toolkit includes definitions of actors, roles and ETAPAS tools to be used, guidelines, video tutorials, examples of best practices, etc.
