In the context of the French Presidency of the Council of the European Union, the European Commission (in partnership with France and Germany) published the first progress report on the Berlin Declaration on Digital Society and Value-Based Digital Government.
The declaration was signed on the 8th of December 2020 by all EU Member States. The document builds on the political commitments of the Tallinn Declaration on eGovernment and it takes the user-centricity principles that were formulated a step further by strengthening the pioneering role of public administrations in the value-based digital transformation.
This report provides an overview of Member States’ performance and actions with regard to the first year of implementation of their commitment made in the declaration. It includes a description of the methodology and the key performance indicators used to conduct the monitoring activities.
In addition, it offers a country-level overview of the results for each of the 22 policy actions in the declaration, as well as an overview of the good practices in the implementation of such policy actions.
The report was lively discussed at the Informal EU governments Chief Information Officers Meeting in Paris on the 20th and 21st of April 2022, in which views and best practices of the implementation were exchanged by the Member States’ and European Commission’s representatives.

Dans le cadre de la présidence Français du Conseil de l’Union européenne, la Commission européenne (en partenariat avec la France et l’Allemagne) a publié le 5 mai 2022 le premier rapport d’avancement de la "Déclaration de Berlin sur la société numérique et le gouvernement numérique fondé sur des valeurs".

La Déclaration a été signée le 8 décembre 2020 par tous les États membres de l’UE. Le document s’appuie sur les engagements politiques de la Déclaration de Tallinn et va encore plus loin, notamment en renforçant les principes centrés sur l’utilisateur et le rôle pionnier des administrations publiques dans la transformation numérique.
Le rapport donne un aperçu des performances et des actions des États membres sur la première année de mise en œuvre des engagements pris dans la déclaration. Il comprend une description de la méthodologie et des indicateurs utilisés pour mener l’évaluation. Ces indicateurs sont amenés à évoluer dans les mois à venir pour toujours mieux refléter les actions prises sur le terrain.
En outre, ce rapport offre une vue d’ensemble au niveau national des résultats pour chacune des 22 axes d’action déclinés dans la déclaration, ainsi qu’un aperçu des bonnes pratiques des États membres pour atteindre ces objectifs.
Le rapport était au cœur des échanges lors de la réunion informelle des directeurs de l’information des gouvernements de l’UE à Paris ("CIO network") les 20 et 21 avril 2022.
