Technological neutrality and data portability

To ensure technological neutrality, public administrations should focus on functional needs and defer decisions on technology as long as possible in order to minimise technological dependencies, to avoid imposing specific technical implementations or products on their constituents and to be able to adapt to a rapidly evolving technological environment. Data portability refers to the ability to move and reuse data easily among different applications and systems, which becomes even more challenging in cross-border scenarios.
