The Role of Digital Government in the European Semester

The European Semester report is a comprehensive study performed on an annual basis to provide a check-up on the health of the modernisation process of public administrations in Europe. In particular, it aims to examine how and to what extent the yearly European Semester process addresses the topics related to digital government. To do so, the study analyses key documents of the European Semester, namely the Country Specific Recommendations (CSRs), the National Reform Programmes (NRPs) and the Operational Programmes (OPs) and respectively collects all the recommendations, national reforms and funding priorities related to digital government within them.

Based on this analysis, the study aims at providing an EU-level overview of the recurrent and analogous challenges in the field of digital government across the EU. These findings provide the basis for proposing recommendations and conclusions addressed to the European Commission, and to the Directorate General for Informatics (DG DIGIT), more specifically.  These also highlight possible business opportunities for DG DIGIT by investigating how ISA² solutions could help in addressing different challenges in the Member States.
