Initial version of the Change of Address notification with a signed pdf file. This software allows:

1) generation of a signed pdf file in the country the citizen lives in currently, which he can send to his home country, where this software allows for

2) uploading and checking the contents of this file

Both use cases are implemented in all countries participating in the CoA pilot (EE, ES, FI, PT, SE and SI), except for ES which implements only use case 1) and FI which only supports use case 2).
