During discussion with stakeholders, the following additional property was proposed:
‘Statistical unit’ as a property for Dataset.
This property is intended to provide information defined in the EURO-SDMX Metadata Structure (ESMS) as the “entity for which information is sought and for which statistics are ultimately compiled”. According to the ESMS guideline the property should “list the basic units of statistical observation for which data are provided. These observation units (e.g. the enterprise, the local unit, private households,...) can be different from the reporting units used in the underlying statistical surveys”. The expected value for this property is text.
Participants in this activity are asked to respond to the following questions:
- Is the information for this property available in existing statistical systems and applications?
- How will exposing this information to general data portals enhance the discoverability of statistical datasets?
- Do you know of any property in existing RDF vocabularies that could hold this information?

The WG decided in the meeting of 13 May 2016 to discuss this issue further. One suggestion that was made at the meeting was to possibly create a property on a higher level, with a possible name "Additional details concerning statistical concepts" that could include the ESMS elements Statistical concepts and definitions, Statistical unit and Statistical population. The property would be optional and repeatable, and expressed as text.

We are soliciting opinions and comments from the community on this proposal.
The guidelines for ESMS gives example of these observation units (e.g. the enterprise, the local unit, private households,...). Is there a contolled vocabulary for the values of this element or is it being used with free text?
If necessary, we could propose a new property statUnit but it would be useful to know if it should have a range of rdfs:Literal (text with language code) or a range of skos:Concept with the URI of a controlled term.
Proposed resolution: Create new property: stat:statUnit; text or URI of controlled term.
A comment has been received that the expression of the statistical unit could also be considered in the context of a future more elaborate approach to the expression of quality aspects. If that is a shared view in the working group, we would postpone this issue to a later time.
Finally, this proposal was dropped in favour of defining a new property statMeasure, included in Draft 4, section 6.2.2.
A further comment was made in issue https://joinup.ec.europa.eu/node/156473/, proposing to change the name of the property to statUnitMeasure or similar, and to create a statMeasure propoety equivalent to qb:measure.
