Improvements to IT project management tool to be shared publicly

The Danish municipality of Roskilde is looking for service specialists to help support and extend Kitos, an open source IT project management system tailored to Denmark’s municipalities. Any improvements to Kitos will be made available as open source.

The potential value of the contract is between DKK 2 and 3.5 million (EUR 270 and 470 thousand). The deadline for submitting offers is 22 January.

Kitos helps municipalities manage IT projects and contracts, and keeps track of the installed software base and licences. Municipalities can pick and choose which of the four Kitos components they need; for example if they only need a tool for contract management, or keep tabs on their IT systems in use.

Any improvements to Kitos will be made available as open source, Roskilde writes in its request for offer. Kitos is used by at least 48 municipalities in Denmark.

Autonomy and accountability

Development of Kitos started at OS2, Denmark’s municipal open source community. Roskilde is one of the group’s 70 members, having joined in May 2014.

One of the motives for OS2 to start Kitos was to rid towns of IT vendor lock-in, the Kitos site explains. Municipalities all have very similar IT needs. In addition to offering a modern, web-based IT solution, the Kitos project aims to ensure the public administrations regains ownership.
