This table here below aims at providing an overview of all the initiatives, such as the political communications, guidelines, and legislation, related to interoperability that have been put in place in Spain.

National Interoperability Framework

The National Interoperability Framework (NIF) is a set of standards, policies, and guidelines that ensure that information and communication technology (ICT) systems can communicate and share data seamlessly. It promotes the development of interoperable systems that facilitate data exchange and collaboration between different organizations and levels of government. The NIF provides a common language and a framework for ensuring that ICT solutions are compatible, secure, and reliable, which enhances the efficiency of public services and improves citizen outcomes.

National Interoperability Framework

Year: 2010

The interoperability framework is a set of standards and guidelines aimed at ensuring the provision of services for public administration institutions, enterprises and citizens both in the national and the European context. In Spain it is regulated by Royal Decree 4/2010, of 8 January 2010.

Other Initiatives

Improvements have been made to the NIF in relation to the inventories of administrative objects, the criteria for the application of standards and specifications, the conditions for licensing and reuse of applications, and interoperability in the electronic signature policy. Eleven new technical interoperability standards have also been added: inventory and coding of administrative objects, transfer of electronic documents and files (archive), evaluation and disposal of electronic documents and files, preservation of electronic documentation, preservation of databases, IP Plan of Addressing, reuse of assets in product mode and in service mode, data model and interoperability conditions of the records of authorized officials, data model and interoperability conditions of the electronic records of powers of attorney, Document Reference System and trusted repositories, electronic signature and certificate policy at the State level.

Year: 2021

The Plan determines the drafting of technical interoperability and other standards to ensure that homogeneous, coordinated solutions are given in the provision of digital services. 

Year: 2015

The law declares that the interoperability of electronic media and systems and the joint provision of services to citizens is considered as a new principle of action and contributes to define its implementation.
