EUCARIS is designed as a generic data exchange network and is already used for vehicle and driver data (including driving licences, insurance information and personal data for collecting traffic fines from foreigners).The technical redesign of EUCARIS in 2004 makes it possible to exchange any kind of data, using a modern and advanced technology.

 

EUCARIS is designed as a highway for data that draws from each MS database. There is no central EUCARIS database, allowing each Member State control over their own data. It operates on a 'hub and spoke' principle, which allows each MS to receive simultaneously requests from organisations within the Member State (e.g. police, municipalities and traffic management authorities) and requests from the connected States. This is intended to remove the need for all such organisations to create their own networks.

 

The system can deal with both bulk information and with interactive communication that requires a response within seconds. An important feature of the application is its broadcasting functionality: in case the origin of a vehicle or document is unknown, a request can be sent out to all connected Member States.
