Semantic and Organisational Interoperability as a Challenge for Public Administrations

Public administrations in Europe and worldwide are under increasing pressure to achieve more and more with less and less money and resources. Digitisation is praised as a tool for achieving cost effectiveness in the delivery of public services. The essence of making e-government systems efficient and effective lies in the sharing and connecting of different sources of information, namely intelligent interoperability solutions.

Apart from technical aspects, the main difficulties lie in the organisational and especially in the semantic interoperability. For organisational interoperability, administrations from different levels, backgrounds or countries, need to cooperate. Agreeing on common standards is a special task, especially when different languages and legal backgrounds are concerned. When exchanging sensitive citizen data, privacy matters and IT-Security aspects need to be carefully taken into account.
