New overview on Case Examples on Base Registries Interconnection

Guidelines on Access to Base Registries

In April 2023, SEMIC shared the updated version of the Guidelines on Access to Base Registries (v3.00), which provides practical guidance on base registries interconnection and interoperability. This document provides several good practice examples of Member States’ work on base registries and Registry of registries (RoR), according to the EIF layers of interoperability. In addition, these Guidelines are complementary to the Base Registries Interconnecting Framework (BRAIF) of which the goal is to support the interconnection of base registries through a suggested sequence of defined phases and steps. 

The European Interoperability Framework (EIF) defines an interoperability model which may be considered as an integral element of the “interoperability-by-design” paradigm. It includes the following elements:

  • Four layers of interoperability: legal, organisational, semantic and technical
  • A cross-cutting component to the four layers called “Integrated Public Service Governance”;
  • A background layer called “Interoperability Governance”.

For each of the above layers of interoperability, as defined in the EIF, 33 guidelines have been developed to guide Member States’ public administrations and their representatives in the practical implementation of these concepts.

What’s new?

In order to help all stakeholders interested in these Guidelines on Base Registries Interconnection and some good practices and case examples in particular, a new overview page has been created in the SEMIC Support Centre. This page lists all best practices and case examples according to the different levels of interoperability (legal, organisational, semantic and technical) and according to different Member States. 

To illustrate, regarding Semantic Interoperability, the case examples have been split in two categories: Master Data Management and Semantic Data Models and Standards. Regarding the first category, there are three good practices displayed. The first one explains how the MDM styles were defined on EU level in Denmark, you could click on it to read more about this case example.

We are convinced that this page gives an overview of all the different case examples that were discussed in the Guidelines on Access to Base Registries (v3.00) document, but is more user-friendly and easy to keep up to date with.
