On the 26th and 27th of May the ISA Programme has visited the Swedish eGovernment delegation (E-delegationen) to exchange ideas and best practices on semantic interoperability, open data, catalogue of services and base registries. This in light of the European Commission’s initiative to foster the interoperability of interconnected e-government systems (ISA action 1.1), the re-use of open government data (ISA action 1.15), to achieve a certain level of harmonisation around national and European service catalogues (ISA Action 1.3) and to enable the opening up of base registries across the EU and across different sectors (ISA Action 1.2).

The on-site visit to Sweden was very productive, not only allowing the exchange of knowledge, but also the discovery of opportunities and ideas. For instance, the Swedish approach on combining a process repository (including Life Events), an information catalogue and service catalogue would certainly be a welcome addition for sharing content on Joinup, the ISA collaboration platform. Moreover, the process repository could very well be supported by the ISA Core Public Service Vocabulary as a basis for modelling public services and Public Services Portfolio Management for linking services. The combination of these re-usable assets will lead to public services that are more transparent, less costly, more understandable and easier to implement. The ISA programme is looking forward to continuing this cooperation with the Swedish eGovernment delegation.

Swedish eGovernment:
To strengthen the development of eGovernment and create good opportunities for inter-agency coordination, a delegation for eGovernment is being established. The Swedish government consists out of 16 agencies which are represented in the eGovernment. The delegation is to

  • Strengthen the development of eGovernment and create good opportunities for inter-agency coordination;
  • To propose a strategy for the government agencies work on eGovernment;
  • To coordinate specific IT standardisation issues and assist the Government in the international work in this area.

ISA programme: Interoperability Solutions for European Public Administrations

Administrative procedures have the reputation of being lengthy, time-consuming and costly. Electronic collaboration between public administrations can make these procedures quicker, simpler and cheaper for all parties concerned, in particular when transactions need to be done cross-border and/or cross-sector.

The European Commission’s ISA programme supports such electronic collaboration. Through its more than 40 actions it provides tools, services and frameworks for the modernisation of public administrations in Europe, across e-borders and sectors. The developed services and tools are mostly available to interested public administrations for free.
