After the creation of the OSLO specifications, the OSLO 2.0 project aims at promoting its adoption within the ICT applications of local administrations. The main driver here is “master data management” for local authorities and a better data integration with the base registers.

The Flemish OSLO (Open Standards for Local Administrations) project results of a public-private partnership initiated by V-ICT-OR, the Flemish Organization for ICT in Local Government, and funded by Flemish ICT service providers (BCT, CEVI, Infront, Remmicom and Schaubroeck), Flemish coordination cell for e-government and Digipolis.

Started in February 2012, the OSLO project facilitates a working group with ICT experts from local, regional and federal public administrations and ICT service providers to build a consensus on standards for information exchange, and to offer Public Administrations with a guarantee to attain cross-border and cross-sector interoperability. The OSLO working group started with the creation of an inventory of more than 60 problems related to the exchange of information for local authorities in Flanders in 4 domains consisting of natural person, organisation, location, and public service. 

The standards of the Flemish’s OSLO project are local extensions of the core PersonRegorgLocation, and Public Service vocabularies created at European level in the context of the ISA Programme (Interoperability Solutions for European Public Administrations) of the European Union. These four core vocabularies are simplified, reusable, and extensible specifications for information exchange.

The purpose of OSLO 2.0 is to anchor the use of the OSLO specifications in applications used by local administrations in Flanders. The main driver here is “master data management” for local authorities and a better data integration with the base registers.  OSLO 2.0 includes:

  • Tenders: how to refer to semantic standards within tenders;
  • Interoperability test beds;
  • Compliance check on standards by developing a formal framework to manage the evolution of OSLO and tools to assist organizations in validating their compliance to OSLO.
  • Pilots: there are several pilots organised in collaboration with the Flemish ICT services providers (including Schaubroeck) and the city of Kortrijk.  Furthermore, the VDAB, the City of Ghent; and the Flemish ICT organization (V-ICT-OR) have jointly submitted a project proposal which objective is to achieve a shared catalogue as a source of contact information and services that can be used by businesses, citizens and officials. The catalogue shall make information regarding public services available to everyone (Pilots: Destelbergen, Ingelmunster, Knokke-Heist, Roeselare, Ghent, AMC – bestuurszaken and VDAB). The project is in collaboration with iMinds MMLab and MICT.
