Interoperability implementation and monitoring across Europe in 2015: main trends.

As the majority of European countries have taken into account the European Interoperability Framework (EIF) in their National Interoperability Frameworks (NIFs), the NIFO Observatory focuses its 2015 update on the implementation and monitoring aspects.

Beside the score measuring to which extent a NIF is aligned with the EIF, two others are used:

• Implementation score to evaluate how far the NIF elements are turned into executed projects; 

• Monitoring score to assess how the national authorities monitor themselves the application of the NIF.

The new report published identifies the respective national statuses and point out some exemplifying national cases. More examples and details are available online in the country’s analytical model (AM).

Implementation scores:

Out of the 24 countries assessed during 2015, the overall average of the NIF implementation level is of 45%, with 10 countries scoring over 50% and four of these scoring over 80%.

The high divergence in national scores is explained by a set of factors. One of them is the existence of a systematic implementation approach on the one side, versus the presence of a few implementation examples on the other side.

Monitoring scores:

Some 18 countries have provided input regarding their monitoring practices last year. The overall average is of 33, 4%, with 6 countries above 50%, of which 3 are above 80%.

Countries with a large scale and organised monitoring score higher than countries organising their monitoring independently from the NIF or interoperability governance.
