Cross-border eGovernment services score low on national policy agendas, according to a study on cross-border cooperation between the Nordic countries. Well-organised, national eID infrastructures are not interconnected, the report says.

“A coordination on Nordic level would probably be advantageous for the countries as such, as well as for Nordic interoperability”, the report recommends.

The report - titled ‘Nordic digital identification (eID): Survey and recommendations for cross-border cooperation’ was made available online in February.

The report compares the eID and eSignature solutions implemented in Denmark, Finland, Iceland, Norway and Sweden, and identifies challenges and opportunities for cross-border use. “The aim of the study is to facilitate and lay a foundation for discussions about the similarities and differences in legal, organisational, technical and data approaches taken by the different countries”, the Nordic Council of Ministers writes in its announcement.

Close harmony

According to the report, European regulation on electronic identification and trust services for electronic transactions (eIDAS) will not in itself lead to harmonisation of eID policies or greater trust in services. The authors say much work is still to be done to transpose the EU regulation into national law. “The topic is complex and loaded with different national traditions.”
