The Austrian e-Government Innovation Center published a set of open source electronic ID-card (eID) tools, called Modular Open Citizen Card Architecture (Mocca). The software allows citizens to make use of electronic government and commerce services. The software can be used to handle the verification of electronic signatures, encryption and decryption of electronic documents to name just few.
