Background
The Location Interoperability Framework Observatory (LIFO) is a domain-specific observatory relating to location interoperability. It provides a tool to monitor, assess and report on the state of play of location interoperability in policy and digital public services of EU Member States and other countries implementing INSPIRE.
The overview of 2020 location interoperability status in Portugal is based on the information provided by Direção-Geral do Território (Directorate-General for Territory).

Overview
Portugal’s location interoperability state of play has two points of strength: it is positioned well regarding the “Return on Investment” focus area and is positioned above the European average when it comes to “Governance, Partnerships and Capabilities”.
The focus area where Portugal is best positioned is “Return on investment”. The scores for two out of the three recommendations in this focus area are above the respective European averages. The main strength is that the country communicates efficiently the benefits of integrating and using location information in digital public services. Portugal also monitors the performance of location-based services at different levels and facilitates the use of public administrations’ location data by other actors, including non-governmental, through various actions including a strategic approach to funding.
Similarly, Portugal scores above the European average under “Governance, Partnerships and Capabilities”, with good practices on the establishment of public-private and cross-border agreements for exploiting location-enabled services and with a structured approach to geospatial capacity building. Governance aspects of location information processes have significant margins for improvement concerning the coordination of the entities respectively in charge of the SDI and of digital government.
The widest negative deviation from the European average is in the focus area “Standardisation and Reuse”, where there are significant gaps under all recommendations, particularly where the reuse of generic ICT solutions is still in the planning phase and no registers of authentic location information have been implemented.
Portugal is also below the European average in the “Policy and Strategy Alignment” focus area, due to a low alignment with Recommendation 1, where it reports not having a location strategy, and to a lesser extent, Recommendation 2, where location core reference datasets are not generally available, and where this is the case, different licensing arrangements apply depending on the data provider. Under Recommendation 5, Portugal reports that specific references are made to INSPIRE and / or national / international standards in public procurements of location data and services.
Finally, “Digital Government Integration” shows weaknesses in the low adoption of a collaborative methodology for the exploitation of location-enabled power services and in the use of location information for optimising digital services. A positive note resides in the integrated use of application specific spatial data, sector SDI and national SDI in various sectors.

LIFO index for 2020
The LIFO index for Portugal combining the scores for all focus areas is 0.48. The deviation against the European average LIFO index of 0.55 is the result of some areas of excellence and several gaps.
