The Location Interoperability Framework Observatory (LIFO) monitors the implementation of location interoperability good practices in European public administrations, based on the level of adoption of recommendations in the EULF Blueprint.

The overview of 2020 location interoperability status in Sweden is based on the information provided by Lantmäteriet (Swedish Mapping, Cadastral and Land Registration Authority).

Overview 

The information collected through the LIFO 2020 data collection indicates that Sweden reaches an overall level of location interoperability slightly above the European average.

The “Digital Government Integration” focus area is where the country has the highest score and the best positioning above the European average. Particular strengths are in modernising digital government services and processes through the use of location information and location intelligence and making optimal use of the SDI in delivering cross-border and cross-sector digital services. In addition, there is widespread adoption of an open and collaborative methodology to design and improve location-enabled digital public services and several actions are implemented for the integration of location and statistical information in the production of location-based statistics.

The country also fares strongly in the “Standardisation and Reuse” focus area, being positioned well above the European average, thanks to its location architecture approach that fits within a broader national ICT architectural framework, to the well-organised approach in monitoring, testing and upscaling new technological developments, and to the availability of APIs for all high value public sector datasets, including location datasets, as part of a national strategy.

Sweden has also a score slightly above the European average in the “Governance, Partnerships and Capabilities” focus area. A strength under this focus area is the existence of formal agreements between public authorities in the country to finance, build and operate a large number of location data services or digital public services using location data. However, there are only some joint leadership and coordination on actions and policies related to the role of the SDI in Digital Government. Also, there is a limited strategic approach on skills and training related to innovative geospatial solutions.

The “Policy and Strategy Alignment” focus area displays a score quite below the European average. Here, there is margin for improvement particularly in the integration and alignment of location information policy with wider data policy at all levels of government and in the use of a standard based approach in the procurement of location data. However, there are some good practices in this focus area as well. In particular, the country presents a significant degree of alignment between location and digital government strategies, most organisations are compliant with GDPR and location-based evidence and analysis is used to help in developing relevant policies and monitoring outcomes in most relevant policy topics.

The “Return on Investment” also shows a score below the European average. Few elements are considered to assess the efficiency and effectiveness of location-based services. A limited array of actions are implemented for impact-based improvement in location-enabled processes and services. Finally, the country lacks a strategic approach to funding public sector location reference data.

LIFO index for 2020

The value of the overall LIFO index combining the scores for all focus areas is 0.58, which confirms the consistent performance of Sweden in terms of location interoperability. This compares with a European average of 0.55.
