Sharing & Reuse Awards 2019: results

The Sharing & Reuse Awards contest was open for submissions between 29 November 2018 and 12 March 2019. The winners were selected by applying the following three processing stages:

  1. Eligibility test performed by the Sharing & Reuse Awards Team. 54 eligible solutions were identified. 
  2. Evaluation by the Evaluation Committee in two sub-committees: for Shared IT Services and Open source software. The result of this step was the 31 shortlisted solutions
  3. Final assessment by the Jury. The table below shows the results of this step. 

The winners were announced at the Sharing & Reuse Awards 2019 Ceremony hosted by Emanuele BALDACCI, the Chair of the contest Jury.

Most innovative open source software

Divider

1st place

Solution name: OpenFisca

Organisation: Direction interministérielle du numérique et du système d'information et de communication de l'État (DINSIC)

Country: France

Justification: OpenFisca is a very transparent portal providing innovative and inclusive functionalities. The solution establishes a social innovation benchmark for citizens in the fiscal field and is highly impactful, supporting services such as visualisation by citizens of their rights and benefits and the simulation of the budgetary consequences and impact of a reform. Further strengths include the design of the platform and the availability of the software for a large group of users.  The solution is undergoing certification by the New Zealand government for official use and other countries have also started to use OpenFisca to model their social-fiscal system.

Solution name: Decidim

Organisation: City of Barcelona

Country: Spain

Justification: Decidim offers social and process innovation. The solution is scalable and constantly growing.  The solution is widely reused outside of the country where it was initially developed; it has been deployed in ten other countries. Decidim has a community-oriented governance model, and the availability of the software is high. There is ongoing work on the integration of the blockchain technology in the solution.

Solution name: OSLO Validator

Organisation: Information Flanders

Country: Belgium

Justification: OSLO Validator demonstrates a very high level of technical innovation while offering a service that no other Open Source Software provides. The idea is novel and of clear interest in the context of open data. Despite the young age of the solution, there are cases of proven reuse, and future developments are highly promising.

Solution name: Web Accessibility Observatory Tracker (OAW Tracker)

Organisation: General Secretariat for Digital Administration

Country: Spain

Justification: OAW Tracker is highly reused and adopted by a selection of public administrations. The accessibility of public administrations’ websites is very important. This solution is a very useful and promising tool. Other strengths are the modularity of the solution, good governance which guarantees sustainability, the evidence of a community with groups of users, and its multi-lingual aspect.

biggest impact on citizens or businesses

Solution name: open-eID - the Cornerstone of e-Governance

Organisation: Riigi Infosüsteemi Amet

Country: Estonia

Justification: Open-eID  is very active and well supported by the various Estonian administrative departments. Numerous initiatives depend on this software, and it encourages the development of digitalisation among public administrations throughout Europe. Moreover, this solution is the most impactful in the category, especially when it comes to its indirect impact as a digitalisation benchmark in Europe. The solution has grown exponentially.

Solution name: Consul

Organisation: Municipality of Madrid

Country: Spain

Justification: Consul demonstrates very impressive degree of political and social impact and user-centricity, with particular evidence of a vibrant community. The solution also put forward an ideal Open Source Software layout and has been installed multiple times in many countries, mostly cities, both small and large, including metropolies such as New York.

Solution name: @firma (eSignature Platform)

Organisation: General Secretariat of Digital Administration

Country: Spain

Justification: @Firma has had a big impact, is widely used, and it has scaled up in the last years. @Firma started as a local initiative and is now being widely used within and outside of Spain. It also comes with valuable support which guarantees its sustainability.

Solution name: LUTECE

Organisation: City of Paris

Country: France

Justification: LUTECE is very impactful within its specific development framework, which includes Paris, Marseille and Lyon authorities. Moreover, the large number of plug-ins and the large ecosystem are considered as additional strengths of this solution.

Solution name: YUCCA SMART DATA PLATFORM

Organisation: Piedmont Region

Country: Italy

Justification: YUCCA SMART DATA PLATFORM demonstrates a high degree of innovation, especially in terms of technical achievement. The strong points identified were the following: innovative solution using up-to-date technologies, reflected in a complex platform that combines big data and IoT. The platform is reused outside of its development hub. The solution makes big data available to public administrations and has promising potential to promote the use of big data in policy-making.

Solution name: Consent-based loan application

Organisation: The Brønnøysund Register Centre

Country: Norway

Justification: Consent-based loan application illustrates a model of enhanced support by the public sector towards the private sector. It was developed as a result of demand from the private sector to build this type of service. In light of this, the solution indirectly benefits the society by shattering the usual boundaries created between the two sectors. In addition, the solution has a positive impact on promoting the reuse of data by the private sector, hence enabling process innovation.

Solution name: Once Only Principle (OOP) buidling block

Organisation: Centre des technologies de l’information de l’État (CTIE)

Country: Luxembourg

Justification: Once Only Principle (OOP) building block is a widely used concrete implementation of the Once-Only-principle involving business processes innovation and with all the associated benefits for citizens in terms of administrative simplification and user friendliness.

Solution name: Suomi.fi-Finnish Service Catalogue

Organisation: Population Register Centre

Country: Finland

Justification: Suomi.fi-Finnish Service Catalogue demonstrates innovation in terms of services provided. It is used by a variety of public organisations and also by private companies. Despite the technical innovation being slightly limited, the innovative aspect can be seen in the integration with other services for the automatic text annotations based on natural language analysis, which makes the catalogue concept more "dynamic". Additionally, the solution has an experimental augmented reality mobile application to support the catalogue, which is also innovative.

Solution name: Software reuse in social security and health care - the eHealth case

Organisation: eHealth-platform

Country: Belgium

Justification: The eHealth solution benefits public and private bodies - including (not exclusively) pharmacy, doctor cabinets, and hospitals - to an impressive extent. It is a comprehensive service provided throughout the platform and mobile applications with considerable impact on citizens. The documentation is available to both users and developers willing to improve the platform.

Solution name: GATE of MAZOVIA

Organisation: Mazowieckie Voivodeship

Country: Poland

Justification: GATE of MAZOVIA’s impact is significant, and it has a good level of reuse reaching 314 Polish public administrations and providing 1500 services. In addition to the impact generated at the local level, the governance model is considerable in terms of user-centricity, community orientation and openness.

Solution name: Suomi.fi e-Authorizations

Organisation: Population Register Centre

Country: Finland

Justification: Suomi.fi e-Authorizations is widely reused, its documentation is available in English, and it has scalability potential. In addition, the solution is socially innovative and fills a gap in many e-authorisation/signatures operations, which is increasingly needed in our society.

Solution name: Data Intermediation Platform and SCSPv3 Portfolio (DIP)

Organisation: General Secretariat for Digital Administration - SGAD

Country: Spain

Justification: DIP service connects a large number of different levels of administrations and has proven record of reuse. As a result, it generates a positive impact on citizens. In addition, the solution supports the implementation of the Once Only Principle (OOP) in the Spanish government with all the associated benefits in terms of administrative simplification for citizens.
