Decision supporting tool on interoperability
The Decision supporting tool on interoperability (the Tool) is being developed as part of the Legal Interoperability ISA2 action, which aims to ensure that digital and interoperability aspects are considered in EU policies from their earliest stage. Upon the design of a new legislation that brings changes to existing digital environments, especially at a trans-European level, policymakers have to choose which would be the most effective and efficient approach for implementation. In this decision they may want to consider, among other aspects, the costs and benefits of including…

Regulatory Reporting Principles
The main challenges associated with the regulatory reporting process across the EU are universal. Subsequently, Principles for Setting Regulatory Reporting Requirements offer holistic guidance to those working with setting regulatory requirements for a piece of legislation. The process of setting regulatory reporting requirements should be: Fit for purpose, implies that it should be well aligned with the needs of broader policy objectives…

Humble policy-making
Dear community, I stumbled over the "Humble Government" review conducted by Demos Helsinki that advocates for humility in policy making. I find it interesting that many of the messages seem also relevant for digital-ready policymaking. For example, moving "away from the illusion of top-down steering into a networked model". Do you share this perception? Would you like to discuss this in one of the upcoming virtual breakfasts? Kind regards Isa from the EC legal interoperability team

Decision supporting tool on Interoperability - Your feedback!
Upon the design of a new legislation that brings changes to existing digital environments, especially at a trans-European level, policymakers have to choose which would be the most effective and efficient approach for implementation. In this decision they may want to consider, among other aspects, the costs and benefits of including interoperability requirements in the future legal proposal, which will affect the design of the related digital solution. The Legal Interoperability Team is currently reflecting on how to best provide support to policymakers to consider interoperability in…

Lessons from COVID19: Focus on dependencies to foster interoperability?
The current COVID19 crisis is teaching us many lessons in many different fields. The growing collection Digital Response to COVID-19 shows the importance of digital solutions for the ongoing crisis. We – the Legal Interoperability Team – were discussing possible takeaways for “better legislation for smoother implementation”. In the coming weeks we want to discuss several of our ideas with you. COVID-19 is showing us right now, that a “Health issue” can bring down an “economic system” and at the same time be the best “green deal” the world has seen so far. It speeds up the implementation of “IT…

Do multidisciplinary approaches enhance policy implementation?
The legal interoperability team of the European Commission (EC) studied inspiring practices around the world of considering interoperability in policymaking (e.g. by Denmark, the International Committee of the Red Cross, the UN/CEFACT, the Intergovernmental Organisation for International Carriage by Rail, and the World Bank, among others). This study revealed that one of the key elements to enhance interoperability and to create digital-ready and future-proof legislation is to embrace multidisciplinary approaches. More specifically, policymakers should involve, as early as possible, a well…
