Publication of Core Vocabularies as "True" Linked Data (machine-accessible online)
Hi, I'm wondering whether the EU Core Vocabularies could (once again) be published as "truly machine accessible linked data". At present all the different semantic technology formats are published as offline-version that have to be downloaded and imported into different tools. What we would need is simply this (quoting my more technically-oriented colleague from another discussion in the UNECE sphere): "The issue is due to content negotiation, as our tool only loads vocabularies from the namespace ... based on the expectation that linked data vocabularies should be published in a way that…

Does dct:publisher need a controlled vocabulary in DCAT-AP?
In section 5.2 of the DCAT-AP 2.0.0 in PDF version it states: "5.2.Controlled vocabularies to be used In the table below, a number of properties are listed with controlled vocabularies that MUST be used for the listed properties. The declaration of the following controlled vocabularies as mandatory ensures a minimum level of interoperability" And there dct:publisher is listed with "In case of other types of organisations, national, regional or local vocabularies should be used" So does that mean in order to be conformant with DCAT-AP our national DCAT-profile DCAT-AP-CH must use a…

Decision supporting tool on Interoperability - Your feedback!
Upon the design of a new legislation that brings changes to existing digital environments, especially at a trans-European level, policymakers have to choose which would be the most effective and efficient approach for implementation. In this decision they may want to consider, among other aspects, the costs and benefits of including interoperability requirements in the future legal proposal, which will affect the design of the related digital solution. The Legal Interoperability Team is currently reflecting on how to best provide support to policymakers to consider interoperability in…

Do multidisciplinary approaches enhance policy implementation?
The legal interoperability team of the European Commission (EC) studied inspiring practices around the world of considering interoperability in policymaking (e.g. by Denmark, the International Committee of the Red Cross, the UN/CEFACT, the Intergovernmental Organisation for International Carriage by Rail, and the World Bank, among others). This study revealed that one of the key elements to enhance interoperability and to create digital-ready and future-proof legislation is to embrace multidisciplinary approaches. More specifically, policymakers should involve, as early as possible, a well…

Many associations defined for PublicOrganization should actually be moved to Organisation
The practical relevance of CPOV with respect to the W3C ontology of organizations is that it introduces some useful attributes and associations, such as hasContactPoint, logo, and address. However, in the present CPOV version, these associations are attached to cpov:PublicOrganization, while they might be applied to all organizations. The need of being able to use such associations is especially relevant if we need to model organizational units of a Public Organization such as offices and departments. But since the notion of organizational unit adopted by the CPOV is taken from the W3C…

cpov:PublicOrganization not a subclass of org:Organization in the RDF encoding
In the documentation of CPOV V1.0.0 and in the UML diagram, cpov:PublicOrganization is defined as a subclass of org:Organization. However, in the associated RDF file (cpov_rdf_schema_turtle_v0.03.ttl) cpov:PublicOrganization is just defined as a subclass of dct:Agent. Suggested fix: change the rdf definition in accordance to the documentation. Best, Nicola Guarino ISTC-CNR, Trento Component Code Category bug
